Toronto – The 38th African Union Summit, currently underway in Addis Ababa, Ethiopia, elected Djibouti’s Foreign Minister Mahamoud Ali Youssouf as the next African Union Chairperson on Saturday.

Mahamoud Ali Youssouf, who has served as Djibouti’s Foreign Affairs Minister for nearly two decades, was elected after a competitive voting process.

The African Union confirmed the news on its social media page, stating, “Congratulates H.E. Mahamoud Ali Youssouf – Djibouti on his election as the incoming African Union Chairperson. May his term bring progress, unity & sustainability, advancing #Agenda2063, as we build #TheAfricaWeWant.”

Youssouf competed against Raila Odinga of Kenya and Richard Randriamandrato of Madagascar. Raila Odinga, a seasoned opposition leader and former presidential candidate, brought significant political experience to the race, while Richard Randriamandrato, Madagascar’s Foreign Affairs Minister, offered extensive diplomatic expertise.

According to sources, Richard Randriamandrato was eliminated in the third round after failing to secure two-thirds of the votes. Raila Odinga remained in contention until the sixth round, with heads of state casting their votes through a secret ballot.

Mahamoud Ali Youssouf will serve as the African Union Chairperson until 2029.

The Intergovernmental Authority on Development (IGAD), headquartered in Djibouti, issued a congratulatory message following the election. Workeneh Gebeyehu, IGAD Executive Secretary, stated, “H.E. Mahamoud Ali Youssouf’s election is a resounding affirmation of the trust and confidence placed in him by African Heads of State and Government. His leadership comes at a crucial time for our continent, as we work together to advance ‘The Africa We Want.’ I look forward to collaborating closely with H.E. Mahamoud Ali Youssouf to strengthen regional stability and accelerate Africa’s integration agenda.”

In addition to Youssouf’s election, the 38th Ordinary Session of the African Union (AU) Assembly of the Heads of State and Government also elected Selma Malika, Algeria’s Ambassador to Ethiopia, as the new AU Commission Deputy Chairperson. She will succeed Rwanda’s Monique Nsanzabaganwa.

The election of Mahamoud Ali Youssouf marks a significant moment for the African Union as it continues to pursue its Agenda 2063 goals and strengthen continental unity.
