United Nations Food Assistance Agency Reveals TPLF Coercive Practices on IDPs

Toronto – The United Nations food assistance agency, the World Food Program (WFP), has exposed what it describes as coercive practices against Internally Displaced People (IDPs) in Indaselassie, located in the Shire zone of Ethiopia’s Tigray region.

A leaked letter addressed to Gebrehiwot Gebreegziabher, Commissioner of the Tigray Regional Disaster Risk Management Commission, alleges that the Tigray People’s Liberation Front (TPLF) is engaging in coercive practices targeting IDPs.

In the letter, dated February 7 (pictured), Levan Tchatchua, Head of the WFP Tigray Area Office, stated that he was writing to bring “a report received from IDPs in Indaselassie town” to the attention of the region’s disaster management commissioner.

According to the letter, IDP committees in the area have reportedly been involved in coercing displaced households to contribute 200 birr per household to support the Tigray People’s Liberation Front (TPLF). The stated purpose of the financial contribution is to “save” the TPLF as a political party.

Mr. Levan noted in his letter that the coercive practice is reportedly justified under the motto, “Let’s save TPLF as it is in a challenge.” The WFP has condemned the practice, describing it as “exploitative and manipulative of vulnerable IDPs.”

The practice has allegedly been carried out in two specific camps in the region: Tabya Woyane and Freswat IDP camps.

Mr. Levan urged the commissioner to “take immediate action to stop this coercive practice and ensure that the IDPs in Shire town and ensure that IDPs are not forced to contribute financially to any party or cause.”

The TPLF has been accusing the Federal Government of failing to implement the Pretoria Agreement, particularly regarding the return of IDPs. 

However, the TPLF has not yet responded to the allegations of coercive financial contributions at the time of this writing.
