Rosemary DiCarlo Discusses Security and Peace in the Horn of Africa with Ethiopian Foreign Minister Gedion Timothewos

Toronto – Rosemary DiCarlo, the United Nations Under-Secretary-General for Political and Peacebuilding Affairs, met with Ethiopian Foreign Affairs Minister Gedion Timothewos on Monday in the capital, Addis Ababa.
The Ethiopian Ministry of Foreign Affairs stated that Minister Gedion briefed DiCarlo on national and regional issues, particularly those related to peace and security.
The Ministry also noted that the Minister “mentioned that the national dialogue process is progressing well and that the public is closely following and supporting it.” However, many Ethiopian opposition parties have withdrawn from the national dialogue process, citing concerns over the commission’s partisanship. Opposition groups allege that the commission is a government tool and have raised questions about various stages of the process, including agenda setting.
Regarding regional issues, Gedion reportedly emphasized Ethiopia’s commitment to supporting peace efforts in Sudan and improving relations with Somalia. Earlier this week, Ethiopian Prime Minister Abiy Ahmed announced a $15 million humanitarian aid package during a conference co-hosted with the United Arab Emirates, the African Union, and IGAD in Adddis Ababa. During the conference, a ceasefire was proposed for the holy month of Ramadan. However, Sudan has rejected the proposal, questioning its motives.
Ethiopia’s relationship with Somalia has seen a reduction in tensions following the Turkey-mediated Ankara Declaration. However, doubts remain about the durability of this agreement.
DiCarlo described her meeting with Gedion as “constructive.” In an update on her X (formerly Twitter) page, she stated, “Constructive meeting today with Foreign Minister Gedion Timothewos of Ethiopia. Exchanged views on peace and security challenges in the Horn of Africa.” Details of the challenges were unspecified.
Meanwhile, Ethiopia continues to grapple with internal conflicts in two of its largest regions, Amhara and Oromia. Despite government claims that rebel forces have been weakened, active fighting persists in many parts of the Amhara region. Over 80 percent of the Amahra region is still under Fano forces.
There are also growing concerns about the potential for renewed conflict in Northern Ethiopia. Reports suggest that one of the two TPLF factions, led by Debretsion Gebremichael, has finalized preparations for war, allegedly against the federal government. The group is said to have support from the Eritrean government.
A few days ago, Ethiopian Prime Minister Abiy Ahmed met with his military generals in his office. Local sources reported that he instructed them “to be ready,” fueling speculation about a possible war between Eritrea and Ethiopia.
